The Tripartite Core Group (TCG), made up of the Burmese government, ASEAN (Association of Southeast Asian Nations) and the UN, says it needs US$691 million over the next three years to cover recovery efforts following Cyclone Nargis, which struck the Irrawaddy Delta region of Burma in May.
The money covers the transition from relief and early recovery towards medium-term recovery under the TCG’s Post-Nargis Response and Preparedness Plan that was launched in Bangkok on Monday.
The plan aims to strengthen aid coordination, management and tracking. It is described as being community-based and community-driven. Among its goals are the rapid re-establishment of adequate livelihoods and the construction of improved shelters.
With the approach of the next cyclone season, building improved household and community shelters is seen as an urgent need. There are also plans for restoring schools and local health systems as well as access to safe water and sanitation.
UN Resident and Humanitarian Coordinator, Bishow Parajuli said, “It addresses the specific needs of children, women, elderly and the disabled, as well as issues such as psychosocial support and return, resettlement and re-integration.”
However, the last UN backed appeal, the ‘UN Revised Appeal’, which covers relief and early recovery needs up to April 2009, has only met 65 percent of the US$477 million required. Agriculture is currently the least funded sector with only 28 per cent of the requirements covered.
Nargis was the worst natural disaster in Burma’s history, with 140,000 people dead or missing and 2.4 million people severely affected.
